«Цифровізація для зростання, доброчесності та прозорості» (UK DIGIT) – проєкт у сфері боротьби з корупцією та належного врядування із бюджетом у 8,9 мільйона фунтів стерлінгів, що фінансується Програмою допомоги з міжнародного розвитку від Уряду Великої Британії (UK Dev). Проєкт має на меті через подальшу цифрову трансформацію України сприяти боротьбі з корупцією, а також сталому економічному зростанню, забезпеченню прозорого відновлення та подальшому просуванню належного врядування як під час війни, так і в повоєнний період. 

За останні одинадцять років Україна досягла значного прогресу в удосконаленні державного управління завдяки цифровим реформам. Багато з таких інновацій GovTech були впроваджені задля підвищення прозорості та ефективності державного управління, а також боротьби з корупцією, та вони також посилили стійкість України у відповідь на повномасштабне російське вторгнення. Цифрова трансформація України відіграватиме ключову роль у воєнний час і в період післявоєнного відновлення, оскільки країна прагне відновити більш стійку економіку, забезпечити прозорість у відбудові та продовжити просування реформ належного врядування. Посилюючи цифрову інфраструктуру та інституційну спроможність, UK DIGIT сприятиме подальшому переходу України до більш відкритого, ефективного та стійкого до корупції врядування. 

UK DIGIT базується на кількох ключових антикорупційних проєктах, які реалізовувалися раніше консорціумами партнерів із провадження під керівництвом Фонду Євразія: «Прозорість та підзвітність у державному управлінні та послугах» (TAPAS) та «Підтримка цифрової трансформації» (DTA), які фінансувалися USAID та UK Dev. Ці проєкти сприяли економічному зростанню, підвищенню прозорості та оптимізації надання державних послуг в Україні. UK DIGIT підтримуватиме рішення зі спрощення взаємодії між громадянами, бізнесом та державою, мінімізуючи корупційні ризики та сприяючи підвищенню підзвітності. 

UK DIGIT працює спільно з Міністерством цифрової трансформації України та низкою інших реципієнтів з державного сектору. 

Фонд Євразія очолює досвідчений консорціум виконавчих партнерів UK DIGIT, до якого належать Офіс ефективного регулювання BRDO, Фонд Східна Європа (ФСЄ), Open Contracting Partnership (OCP) та Transparency International Україна (TI-U). Фонд Євразія та партнери мають значний досвід у сфері цифрової трансформації, дерегуляції, прозорих публічних закупівель та розробленні антикорупційних політик. Разом ці організації працюватимуть над розробкою та впровадженням довгострокових стратегій сталого цифрового врядування, які відповідають порядку денному європейської інтеграції та відновлення України.

The Digitalisation for Growth, Integrity and Transparency Project (UK DIGIT) is a £8.9 million anti-corruption and good governance project funded by UK International Development (UK Dev). UK DIGIT leverages Ukraine’s digital transformation to combat corruption, promote sustainable economic growth, ensure transparency in reconstruction and recovery, and advance good governance during and beyond the war.  

In the past eleven years, Ukraine has made significant progress in improving governance through far-reaching digital reforms. Many of these GovTech innovations were introduced to increase transparency and efficiency and combat corruption, but they also bolstered Ukraine’s resilience in response to the Russian full-scale invasion. Ukraine’s digital transformation will play a crucial role in wartime and in the post-war recovery period as the country seeks to rebuild a more resilient economy, ensure transparency in reconstruction, and continue to advance good governance reforms. By enhancing digital infrastructure and institutional capacity, UK DIGIT will support Ukraine’s transition toward a more open, efficient, and corruption-resistant government.   

UK DIGIT builds on several key anti-corruption projects that were earlier implemented by Eurasia Foundation-led consortiums: Transparency and Accountability in Public Administration and Services (TAPAS) and the Digital Transformation Activity (DTA), both financed by USAID and UK Dev. These projects facilitated economic growth, enhanced transparency, and streamlined public service delivery in Ukraine. UK DIGIT will continue to simplify the interaction between citizens, businesses and the state while minimizing corruption risks and advancing accountability. 

UK DIGIT works with Ukraine’s Ministry of Digital Transformation, and several other recipients from the government sector.  

Eurasia Foundation leads UK DIGIT’s experienced implementing consortium of the Better Regulation Delivery Office (BRDO), East Europe Foundation (EEF), Open Contracting Partnership (OCP), and Transparency International Ukraine (TI-U). EF and its partners bring extensive expertise in digital transformation, deregulation, public procurement integrity, and anti-corruption policy development. Together, these organizations will work to develop and implement long-term sustainable digital governance strategies that align with Ukraine’s European integration and modernization agenda.

The Digital Transformation Activity (DTA) is a five-year government efficiency program dedicated to enhancing Ukraine’s digital capabilities and building resilient systems for a safe, prosperous future. The activity is funded by the United States Agency for International Development (USAID) and UK International Development (UK Dev). 

DTA promotes government efficiency and bolsters the digital transformation of Ukraine through a three-pronged approach: economic revitalization, transparency in reconstruction, and responsive governance during the ongoing war and beyond. Together, these objectives create a transparent and efficient digital ecosystem, stimulate economic growth, enhance government efficiency, and improve the citizen-government relationship in Ukraine.

Digital technologies are essential to a resilient Ukrainian economy, both now and in the future. To drive economic revitalization, DTA champions investments in digital economic infrastructure. The program helps to simplify and digitize export-related processes, support small- and medium-sized enterprise development, and foster a favorable business and investment environment in Ukraine.

Transparency in reconstruction is also critical to the sustainable recovery of Ukraine. To ensure transparent reconstruction of wartime and post-war Ukraine, DTA promotes the digital management of recovery and reconstruction projects, using digital systems to trace every dollar spent. The program also strengthens the e-procurement ecosystem to enhance oversight of funds and ensure fairness and accountability.

Digitization is a core mechanism to advance effective and democratic governance in Ukraine. By enhancing the availability and usability of open data and leveraging digital technologies in anti-corruption efforts, DTA fosters a culture of transparency and accountability. To do so, DTA supports the Diia ecosystem to speed the roll-out of new e-services for both people and businesses.

To achieve results, DTA engages directly with the Ministry of Digital Transformation, the Ministry of Communities, Territories and Infrastructure Development, and the Ministry of Economy as well as businesses, technology companies, local governments, civil society organizations, educational institutions, and citizens of Ukraine.

DTA is delivered by a skilled consortium led by Eurasia Foundation and comprised of the Better Regulation Delivery Office, East Europe Foundation, Institute of Analytics and Advocacy, Kyiv School of Economics, Open Contracting Partnership, Social Boost, Transparency International Ukraine, and Women in Digital Transformation. This highly capable group of Ukrainian and American partners brings decades of experience working in Ukraine and many well-established partnerships with government, the private sector, and civil society.

Transparency and Accountability in Public Administration and Services (TAPAS) was an eight-year anti-corruption activity in Ukraine. Funded by USAID and UK Aid, TAPAS united the government and people of Ukraine to develop e-governance tools that improve government transparency, accountability, and public service delivery.

Beginning in 2016, TAPAS played a critical role advancing e-governance reforms throughout Ukraine. The project harnessed the power of e-procurement, e-services, and open data to combat corruption at both the national and municipal levels.

When Russia invaded Ukraine on February 24, 2022, TAPAS rapidly redesigned its project activities to meet urgent wartime needs. TAPAS remained in constant, close communication with government and civil society partners to assess evolving priorities. In July 2022, USAID approved a cost and time extension to allow TAPAS to continue its vital work.

TAPAS was committed to strengthening governance and agile public service delivery during war. To support the reconstruction of Ukraine, including zones liberated from Russian forces, TAPAS also provided expert guidance on the effective use of public funds post-war. For example, in anticipation of postwar rebuilding, the program developed a comprehensive registry to record the damage and destruction of private and public property. In parallel, TAPAS supported civil society monitoring surrounding reconstruction efforts. TAPAS also enhanced the use of open data for reconstruction and economic development to ensure open data was properly collected and used for evidence-based decision making in the public sector.

Prior to the war, key TAPAS activities included:

  • Ensuring electronic procurement became the standard approach for most public procurements in Ukraine | TAPAS drafted amendments to Ukraine’s Law on Public Procurement, supported the creation of the Centre of Excellence in Procurement at the Kyiv School of Economics, and attracted technological investment and expansion of the IT infrastructure of the Prozorro platform and associated DOZORRO civic oversight network.
  • Supporting all ministries and +35 municipalities with populations over 100,000 to publish data on a regular basis and organizing seminars and workshops for open data specialists | TAPAS supported legal reforms that tripled the number of datasets required to be published by state authorities, launched the government’s revamped Unified Open Data Portal, organized regular Open Data Challenges to cultivate innovation, and established the Open Data Leaders Network to inspire the emerging generation of open data managers and innovators.
  • Providing regulatory and policy support and technical assistance to the Government of Ukraine to develop and implement an e-services roadmap | TAPAS facilitated an audit of government registries, developed an Interoperability Roadmap, supported implementation of the TREMBITA national interoperability system and the integration of state registries into this system, and launched a wide range of e-services to improve the everyday lives of the Ukrainian people.

The E-Governance Activity (EGA) supported the governments of Bosnia and Herzegovina (BiH) to improve public sector transparency, curb corruption, and increase citizen and private sector participation in decision-making processes. EGA was a five-year award implemented by Millennium Partners and funded by USAID. Eurasia Foundation was a subcontractor under this project.

EGA strove to improve government responsiveness and reduce corruption through transparent, open electronic processes. The project assisted the governments of BiH in harmonizing their e-governance legislative and regulatory framework with EU directives and international best practices. EGA also supported the citizens and governments of BiH in developing new software to ensure efficient, effective, and transparent public procurement and service delivery.

Under this activity, Eurasia Foundation built the capacity of civil society organizations to monitor and report on public procurements, including flagging high-risk, potentially corrupt tenders. Eurasia Foundation also developed a system of contractor past performance reports. Together, these efforts ensured that the rules of public procurement were being implemented transparently and objectively by all stakeholders in the process.

As they seek solutions to address pressing social issues, community leaders in Central Asia are faced with many challenges, including a lack of effective management tools and limited exposure to modern models for sustaining their social projects.

Launched in 2013, EF’s Online School of Social Entrepreneurship strengthened the capacity of young leaders in Central Asia to build more prosperous and stable communities innovatively and sustainably. The program fostered robust networks and professional exchanges among a broad group of Central Asian social innovators, and ultimately grew to include over 900 community leaders from across Central Asia.

The School offered courses covering business plan development, fundraising, project management, and financial sustainability. It provided participants practical, hands-on information so they were left equipped with the necessary tools to implement social development projects in the real world. The School fostered social projects focused on identifying alternative energy resources, improving access to education, and increasing awareness of HIV/AIDS among young people. Through the School, EF built a foundation for the long-term development of civil society in the region.

The Online Women’s Entrepreneurship Program, EF’s flagship online program, supported aspiring Iranian entrepreneurs. The program’s unique approach blended best practices in entrepreneurship development, leadership approaches, and online education to respond to the needs of driven and talented Iranian women. Craft artists and engineers alike have benefited from EF’s practical and solution-oriented trainings, mentorships, and networking opportunities. By using simple learning technologies, EF was able to reach a wide applicant pool.

Building on the latest international practices in entrepreneurship development, EF developed tailored course curricula that accounted for both local opportunities and limitations for starting a new business. EF’s training approach promoted dynamic and proactive business planning, and offered new entrepreneurs the agility and flexibility needed to turn unexpected changes and outcomes into opportunities for innovation and success. Each online course was led by a team of skilled instructors who provided advice and support based on an entrepreneur’s needs and business goals.

In addition to technical expertise, participants gained confidence, courage, and determination as they worked collectively to solve problems and overcome obstacles. As a result of the program, a community of women entrepreneurs emerged, serving as an indispensable source of encouragement and support and new economic opportunity.

Eurasia Foundation’s Online School for Social Entrepreneurship supported emerging social entrepreneurs in Iran as they created and applied innovative solutions to address pressing community problems. Utilizing an experiential learning model, participants tackled important issues such as access to education, rural development, and biodiversity protection.

The program offered a set of interactive online courses, led by subject-matter experts, on project planning and management, financial management, human resource management, and interpersonal skills. EF used a social learning approach to spur creativity and collaboration among aspiring social entrepreneurs. Throughout the courses, participants exchanged ideas, problem-solved, and offered guidance as they implemented social projects in their communities. The program also offered one-on-one coaching and consultations to build local expertise on program evaluation and fundraising practices. Through this program, EF also developed a series of practical resources on leadership skills addressing topics such as effective team-building, strategic thinking, and conflict management.
